Stormwater Fee Appeal Process

Stormwater utility fees are based on a unit of measurement called an Equivalent Residential Unit or ERU. One ERU is calculated as the average impervious area on a single-family residential lot. In Tarboro one ERU is estimated to be approximately 2,000 square feet. For non-residential customers, the impervious square footage was calculated based on Edgecombe County tax records, reconciled with an ArcGIS database to verify accuracy. 

An ERU Credit may be requested by properties that are classified as non-residential customers that implement best management practices to improve storm water quality by 40% or better. The maximum credit available is 10% of the current amount charged.

An ERU Adjustment may be requested by properties that are classified as non-residential customers who feel their ERU charge was calculated incorrectly.

To request either an ERU Credit or an ERU Adjustment, a Stormwater Utility Fee Appeal Form must be completed and submitted to the Public Works Director.
