Stormwater

Stormwater utility fees are typically based on a unit of measurement called an ERU or Equivalent Residential Unit. One (1) ERU is calculated as the average impervious area on a single-family residential lot. In Tarboro one (1) ERU is estimated to be approximately 2,000 square feet. 

All residential customers will be charged one (1) ERU.  Based on the Fee Schedule adopted by Town Council for the current fiscal year, the rate per ERU is $3 per month, or $36 per year.

Non-residential customers will be charged based on square footage of impervious area, with a maximum of two hundred ERUs. This impervious square footage is calculated based on Edgecombe County tax records, reconciled with an ArcGIS database to verify accuracy.

For example, a stormwater fee for a commercial or industrial property with 30,000 ft² of impervious surfaces would be calculated as follows:  

30,000 ft² (total impervious area)  ÷ 2,000 ft² (one ERU) = 15 ERUs
15 ERUs X $3.00 = $45 per month
